Is Obama with his economic announcements relieving pressure off Bush?

I find it a little suspicious that Obama is so active even before he is a president.

Why doesn't he leave the Bush presidency to sink all by itself?

Was he perhaps hired to relieve pressure off Bush?

Everyone and especially the financial markets are watching Obama what he will do. Obama can't be waiting because the worse things get in the next two months the harder it would be for Obama to fix them when he takes office. I do not think Obama's announcements are to relieve pressure off Bush.
