Title: Can an Belgian invalid invite her brother to Belgium for a short-term trip?

Can an Belgian invalid (cripple), who receives a monthly salary (=1470 euros), invite her Moroccan brother for a short-term visit to Belgium? Her brother is a 29 year-old student who is about to graduate.

Eligibility for Schengen visa is not determined by the income of the inviter. It is rather based on circumstances of the invitee.
